Mesa's Development Services runs permitting electronically through DIMES under the 2024 International Codes and the 2023 NEC, in effect for applications submitted on or after January 8, 2026. Mesa's city code exempts several like-for-like swaps — AC, heat pump, and furnace replacements of equal or less amperage, water heaters of equal or lesser rating, and roof coverings of equal or greater classification — while EV chargers, gas piping, batteries, and meter panel upgrades need permits. Other local notes
Replacing electric air-conditioning units, air handlers, heat pumps, or furnaces of equal or less amperage is exempt from a permit, and so is replacing a gas furnace of equal or less Btu/cfh, provided the serving gas utility is notified before it is energized.
