Phoenix (Maricopa County) adopts its own building code editions — Arizona has no statewide building code — and runs its own permit intake, forms, fees, and inspections. Here's what we've verified and where to confirm the specifics.

Phoenix's Planning & Development Department issues residential permits through the SHAPE PHX portal under the 2024 Phoenix Building Construction Code, in effect since August 1, 2025. Some common swaps are exempt — an in-kind outdoor AC unit up to 5 tons, a water heater replaced in kind by a licensed contractor at a one- or two-family home, and a same-material roof — while service upgrades up to 200 amps are over-the-counter express permits. Rooftop solar without batteries or panel upgrades can go through SolarAPP+, with a separate Phoenix Fire permit.
